"The market is operating at 20%". An interview with the top manager of Intergal-Bud about the mortgage strategy

National Bank of Ukraine presented "Strategy for the Development of Mortgage Lending". The document provides for the development and adoption of regulatory documents aimed at reducing bank risks in mortgage lending. The launch of the reform is expected to revitalize the construction market through an influx of bank financing.
However, the Strategy is already being criticized by stakeholders in the process – Ukrainian developers. The document focuses primarily on the interests of banks: control over the use of funds, transfer of rights to properties in case of developer bankruptcy, etc. However, it does not provide solutions that would simplify access to credit for the developers themselves. According to market participants, without solving this problem, a large-scale mortgage program cannot exist.
Correspondent LIGA.net I spoke with Anna Laievska, Commercial Director of Intergal-Bud, about whether the strategy will help restore mortgage lending in Ukraine, how the standards proposed by the NBU will affect the construction market, and how quickly apartment prices will rise after the reform is implemented.
