BEB restart. Tsyvinsky approved the composition of the certification and personnel commissions

The Bureau of Economic Security has completed the formation of attestation and personnel commissions, which will carry out re-certification of employees and selection of new personnel. This was reported by the press service of the agency.

The relevant orders were signed by the Director of the Bureau of Economic Security, Oleksandr Tsyvinsky, on November 5.

"Only through independent commissions will we be able to create a truly renewed and honest team of the Bureau. For us, it is of fundamental importance that the attestation and selection of personnel be conducted openly, honestly and be understandable to everyone, and their results be legal and fair," Tsyvinsky noted.

In total, two attestation and two personnel commissions have been created. They include leading international experts, lawyers, human rights activists, representatives of anti-corruption NGOs and the business community.

Candidates for the commissions were recommended by the Representation of the European Union in Ukraine, the Embassy of the Kingdom of the Netherlands, the US Embassy and the EU Advisory Mission to Ukraine. The rest of the commissions were determined by the Director of the Bureau.

In addition, reserve lists of candidates to replace members of the personnel commissions in the event of early termination of their powers have been approved.

At the first stage, the certification of heads and deputy heads of departments of the central office and territorial departments will be carried out. The second stage will cover all other employees.

The total period for the certification will not exceed 18 months from the date of appointment of the Director of the Bureau.

Personnel commissions will be responsible for the selection of new employees who share the values of the BEB and will work according to the highest standards of professionalism.

  • The Verkhovna Rada adopted a law on the establishment of the BEB in January 2021. The new body replaced the tax police and began operating at the end of the same year.
  • In February 2023, the Tax Committee of the Verkhovna Rada recognized the work of the BEB as unsatisfactory, although the Bureau itself did not agree with this.
  • In September 2025, the Accounting Chamber recognized the systemic crisis in the BEB.
