Business calls on the Rada to change the law on lobbying and postpone sanctions for its violation

The business community, united by the American Chamber of Commerce in Ukraine and the European Business Association, calls on the Verkhovna Rada to adopt two draft laws on lobbying – No. 13339 and No. 13340-1. About this said eBA press service.
Draft law No. 13339 provides for amendments to the law on lobbying, and No. 13340-1 postpones the introduction of sanctions for its violation for a year.
According to the business community, this will allow businesses to prepare for the new rules, adapt internal processes, and avoid legal risks during the transition period.
The business emphasizes that the introduction of administrative liability simultaneously with the entry into force of the law is premature. Due to the novelty of the legislation and the lack of practice of its implementation, it is advisable to introduce a 12-month transition period.
The Verkhovna Rada committees have already recommended the adoption of both draft laws: no. 13339 in the first reading and No. 13340-1 as a basis and as a whole.
The National Agency for the Prevention of Corruption also supports the postponement of sanctions.
The business hopes that MPs will support these draft laws during the plenary session on August 18-22 so that the new provisions of the lobbying law can be properly implemented.
- On July 4, 2025, the Verkhovna Rada Committee on Legal Policy recommended the adoption of Draft Law No. 13339 in the first reading.
- On July 8, the Committee on Law Enforcement recommended adopting draft law No. 13340-1 as a basis and as a whole.
- From September 1, 2025 the law on lobbying will come into force adopted as part of Ukraine's commitments to European integration and to increase transparency in public administration.
