EU announces introduction of a €3 fee on small parcels

The Council of the European Union has agreed to apply a flat fee of EUR 3 to small parcels worth less than EUR 150 entering the EU primarily through e-commerce starting from June 1, 2026. About reported on its website.
The provisional duty will remain in force until the entry into force a permanent mechanism for such parcels.
"Starting from July 1, 2026, goods entering the EU in small quantities and valued at less than EUR 150 will be subject to a flat customs duty of EUR 3. The rate will be applied to all goods entering the EU from non-EU sellers who are registered in the Import Single Window System (IOSS) for the purpose of paying value added tax. This covers 93% of all e-commerce flows to the EU," the statement said.
In 2024, EU customs authorities processed about 4.6 billion low-value parcels purchased online, or 12 million parcels per day. 91% of these parcels came from China. The number of shipments was twice as high as in 2023.
