HACCU closes case of former minister, WOG CEO Pyvovarsky

The High Anti-Corruption Court closes criminal proceedings against the former Minister of Infrastructure, now the head of WOG Holding Andriy Pivovarskywhich accused of abuse of power. This was announced on Wednesday, October 15, reported pivovarsky himself.

"Friends, the High Anti-Corruption Court has just closed my case due to the statute of limitations. The seizure of property has been lifted," Pyvovarsky wrote on Facebook.

He promised to tell more details later.

NABU reported a suspicion Pivovarsky on February 22, 2023. In July 2024, the case was brought to court.

According to the investigation, in July 2015, the Minister, together with his first deputy Volodymyr Shulmeyster, ensured the adoption of an order that allowed private companies that own berths (TIS-Ruda and TIS-KT, which are part of the TIS group) to collect ship dues at the Pivdennyi seaport together with the State Enterprise "Ukrainian Sea Ports Authority" in a 50:50 ratio.

According to the law, the collection of such a fee is the exclusive prerogative of a state-owned enterprise as a user of the port's state-owned waters.

In April 2023, the NABU achieved liquidation of the scheme of distribution of ship dues in Pivdennyi port – the Ministry of Infrastructure canceled this rule. According to NABU estimates, the USPA lost more than $43 million in revenue between 2015 and 2021 as a result of the rule.

In May, the stevedoring company TIS announced that will file a lawsuit due to the decision of the Ministry of Communities, Territories and Infrastructure to cancel the split of ship dues at Pivdennyi port.

  • Pyvovarsky served as Ukraine's Minister of Infrastructure in 2014-2016. His successor, Volodymyr Omelyan, was also a defendant in the NABU criminal proceedings in the case of port fees, but the court acquitted him.
