SAPO deanonymizes businessman "Carlson" and names ministers involved in the case

For the first time, the Specialized Anti-Corruption Prosecutor's Office has officially named a businessman who is believed to be the organizer of a corruption scheme at Energoatom and who previously appeared in the media under the pseudonym Carlson. The name was revealed by the SAPO prosecutor during a court hearing on choosing a preventive measure for another suspect, an advisor to the Minister of Energy.

"No later than January-February 2025, Mindich Timur Mikhailovich, taking advantage of the situation in Ukraine and the existence of friendly relations with the President of Ukraine, ties with current and former senior officials of state authorities and law enforcement agencies, using significant influence in the state, in order to meet his own needs, decided to enrich himself illegally," he read out the text of the petition.

According to the prosecutor, the businessman's sphere of influence included at least several ministers.

"During 2025, the facts of Mindich's criminal activity in the energy sector through his influence on Energy Minister Halushchenko and in the defense sector through his influence on Defense Minister Umerov were established," the prosecutor read out the text of the motion.

According to the prosecutor, "Galushchenko received personal benefits through Mindich's patronage of the president and the use of services organized by Mindich to legalize money laundering through the minister's confidant, the advisor to the Minister of Energy.".

"All members of the criminal organization were aware of the threat of exposure. Therefore, in order to ensure maximum secrecy, pseudonyms were determined for persons who used the services of legalization of money laundering by the criminal organization. The pseudonym Sigismund was chosen for Minister of Energy Halushchenko, and Professor was chosen when communicating with [other suspects]. For the Vice Prime Minister of Ukraine, Minister of National Unity of Ukraine, the pseudonym Che Guevara was chosen," the prosecutor said in court .
