Ten flour mills and grain processing plants have started operating in Ukraine this year

Since the beginning of the full-scale war, 98 flour mills and grain processing enterprises have resumed or started operating in Ukraine. This was announced by the Director of the Union of Millers of Ukraine Rodion Rybchynsky at the Agro2Food exhibition in Kyiv, writes "Interfax-Ukraine.

According to him, 22 new companies started operating in 2024, and ten more in 2025.

"As of the end of 2021, there were 678 industrial enterprises operating in the grain processing industry in Ukraine. Unfortunately, we lost 192 enterprises during the full-scale invasion."rybchynsky said.

He noted that these enterprises either remained in the temporarily occupied territories or stopped working due to destruction, lack of raw materials or logistics capabilities.

The industry began to recover in 2023. The reason for this was the complication of grain exports in 2022, when agricultural producers decided to invest in grain processing within the country. Government grants for rebuilding and expanding production also helped.

According to the union, 40% of the new enterprises produce flour, 30% produce cereals, and another 30% produce pasta. Most of the new plants are concentrated in central and western Ukraine.

Rybchynsky emphasized that it is about building new plants, not relocating old ones, as moving mills is an extremely complicated and expensive process.

According to him, the relocation of a mill costs about $1 million.

He also said that in 2024, Ukraine produced 2.34 million tons of flour, which is 22% less than in 2021, when the volume reached 3 million tons.
