The Cabinet of Ministers has appointed Dmytro Makarenko as head of the State Service of Ukraine for Geodesy, Cartography, and Cadastre (StateGeoCadastre), government representative in the Verkhovna Rada Taras Melnychuk announced on Monday.

The position had remained vacant since December 2020, when then-head Roman Leshchenko was promoted to Minister of Agrarian Policy and Food.

Makarenko, 34, has spent nearly his entire career in the public sector. He graduated from the National Aviation University (now Kyiv Aviation Institute) in 2012 and began working at the State Aviation Administration and the State Aviation Service.

In 2014, he shifted his focus to land management. Over the next six years, he rose through the ranks at the StateGeoCadastre from chief specialist to director of the Department of International Cooperation and Land Market.

After a brief period at the Research Institute of Geodesy and Cartography (2020–2022), Makarenko returned to civil service at the StateGeoCadastre. In July 2022, he was appointed deputy head, and in August 2023, he became acting head of the agency.

The StateGeoCadastre is the government body responsible for land registration, maintaining the state land cadastre, monitoring proper land use, issuing permits for land management, and related functions.

  • On August 22, Makarenko’s predecessor Roman Leshchenko was formally notified of suspicion.
