The NBU has closed one of the oldest credit unions in Ukraine

The National Bank of Ukraine has revoked the licenses and removed two credit unions from the State Register of Financial Institutions: "Kharkiv Mutual Aid Fund", the oldest in the country, and "Hospodar". The decision was made on November 21, 2025, based on their own applications. This was reported by NBU.
The Kharkiv Mutual Aid Fund Credit Union (EDRPOU 06716981) was one of the oldest financial institutions of its kind in Ukraine. As of October 1, 2025, its assets amounted to 5.3 million hryvnias, which was 0.41% of the total credit union market. The organization's liabilities amounted to 1.1 million hryvnias, or 0.16% of the market.
The second closed institution, the "Hospodar" credit union (EDRPOU 25896724), had significantly lower figures. As of early October, its assets amounted to UAH 967,830 (0.07% of the market), and its liabilities to UAH 132,900 (0.02% of the market).
Both credit unions operated with a standard license and were authorized to provide two types of financial services. The first was providing funds and precious metals on credit to union members. The second was attracting funds and precious metals that are subject to repayment.
- As of January 1, 2024, the following is in effect in Ukraine: new law "On Credit Unions", which replaced the previous version from 2001.
- On May 28, the National Bank of Ukraine for the first time published a list "significant" credit unions.
