There are 24 vacancies per one unemployed person in Kyiv – State Employment Service

At the beginning of August 2025, 241,000 job offers were posted on the Unified Job Portal, while 132,000 job seekers used the public service. About said State Employment Service.
The number of vacancies posted as of early August was 12,000 more than in early July. This is due to seasonal fluctuations in the labor market.
This year, employers were most often looking for salespeople, drivers, cooks, engineers, accountants, doctors, administrators, mechanics, electricians, loaders, etc.
A third of all job seekers are specialists with higher education, a slightly larger number, or 36%, are people with vocational diplomas.
In general, according to the State Employment Service, the labor shortage is due to two main reasons: military operations in the country and significant changes in the economy.
Structural unemployment is increasing due to the latter reason. This is because job seekers do not have the necessary skills to fill the jobs that are experiencing the greatest labor shortages.
For example, in Kyiv, there are 24 vacancies per unemployed person, 4 in Lviv region, and 3 in Kyiv region. In contrast, in Mykolaiv region, the number of job seekers is twice as high as the number of offers.
According to the NBU's forecast, imbalances in the labor market will persist for several more years, but will gradually decrease. By 2027, the unemployment rate in Ukraine should stabilize below 10%.
