Ukraine begins work on NCTS Phase 6 customs transit system, completion set for 2026

Ukraine is developing a new version of the customs transit system — NCTS Phase 6 (New Computerized Transit System), the State Customs Service announced on Tuesday. The project is expected to be completed in 2026 and is funded by the EU Public Financial Management Support Program (EU4PFM).

NCTS Phase 6 is an upgraded electronic common transit system aligned with EU standards. It is designed to streamline electronic customs procedures and ensure more efficient movement of goods.

The rollout of the NCTS does not only involve its implementation in Ukraine but also synchronized updates with other member states of the Convention on a Common Transit Procedure. According to preliminary plans, EU countries will begin transitioning to NCTS Phase 6 in September 2025.

The system’s development is among Ukraine’s key customs policy priorities, as highlighted in the European Commission’s annual assessment of Ukraine’s progress toward meeting EU membership criteria.

Ukraine introduced the current version, NCTS Phase 5, in April 2024—earlier than some EU member states.
