Ukraine wants to transform the Road Fund and include railways in it

Ukraine plans to create a Transport Infrastructure Development Fund instead of the Road Fund. About reported deputy Minister of Finance Oleksandr Kava at the conference "Production, Operation and Repair of Rolling Stock," Interfax-Ukraine reports.

The new fund should cover not only roads, but also railways and urban passenger transport.

According to Kava, most national roads are already in satisfactory condition, so it's time to expand the approach to infrastructure development.

"We are working on how to restore this fund. Given the changing needs of the transport infrastructure," Kava emphasized and reminded that the Road Fund has not been operating for the second year in a row due to the war.

Kava also said that this year the government has allocated UAH 4 billion to support Ukrzaliznytsiaand in 2026 it is planned to create a stable mechanism for financing rail transport.

"We need to understand that supporting the railroad is not only about losses from passengers, but also about supporting the development and maintenance of infrastructure," Kava said.

In addition, on Thursday, the government decided to allocate another UAH 8 billion to Ukrzaliznytsia from the state budget reserve fund to ensure the uninterrupted operation of the railroad during martial law.

This money will come from the bank profit tax, which was previously supposed to replenish Kyiv's budget.
