Ukrposhta received a written warning from the NBU

The National Bank of Ukraine has imposed a penalty on Ukrposhta an influence measure in the form of a written warning due to multiple violations of the requirements of the legislation regulating activities in the payment market, reported NBU on December 1.
Following a desk-based supervision of the activities of Ukrposhta, the NBU's Department of Integrated Bank Supervision found violations of several key regulatory documents at once.
In particular, the state-owned company violated the requirements of the Law of Ukraine "On Payment Services", as well as a number of resolutions of the National Bank's Board. Among them are the provisions on the requirements for the management system of a financial payment service provider, approved in October 2024, and the provisions on the organization of ensuring the uninterrupted functioning of the banking system in a special period.
In addition, Ukrposhta failed to comply with the regulations on off-site supervision of non-bank payment service providers in the payment market, the procedure for authorizing the activities of financial and limited payment service providers, and the rules for organizing statistical reporting during a special period.
The NBU has obliged Ukrposhta to eliminate all identified violations of the law and to take measures to prevent similar violations in its future activities. The company has been given no more than 60 calendar days from the date of receipt of the committee's decision to comply with these requirements.
- Ukrposhta wants to create its own bank and over the past three years, it has tried to buy three institutions: Alpari, Sich, and PINbank. All this time, the National Bank opposed this, as it would violate the terms of the memorandum between Ukraine and the IMF, which provided for a reduction in the state's share and concentration in the banking system.
- In July 2024, it became known that The IMF has agreed to the creation of a postal bank.. After that, a draft law on limited banking activities was developed, which provides for incentives for new players to enter the financial market, including postal operators (not only Ukrposhta), retail, and others.
