Zelenskyy signs amendments to the 2025 budget. Klitschko calls it a "robbery of Kyiv"

President Volodymyr Zelenskyy signed amendments to the Law "On the State Budget of Ukraine for 2025" the new law provides for the redistribution of money to finance the security and defense sector. About this it says on the website of the Verkhovna Rada.

Mayor of Kyiv Vitali Klitschko according to the press service of the Kyiv City Council, sharply criticized the law, one of the points of which is the withdrawal of UAH 8 billion from the capital's budget.

He noted that the money was earmarked to help the army, rehabilitate the military, provide healthcare and education in the city, and maintain "the lowest public transportation fare in the country."

"Kyiv was actually robbed! There is no other way to describe it," Klitschko emphasized.

He added that the amendments to the law signed by Zelenskyy "contradict the principles of independence and balance of the budget system, the Constitution of Ukraine and the Law on the Capital, and violate the rights of local self-government.

Klitschko noted that he had asked the president not to sign the law, but the document came into force anyway.

  • Revision of the state budget was initiated by the Cabinet of Ministers back in June.
  • Soon, the Parliament will also need to approve the budget for 2026. The Ministry of Finance is preparing it on the assumption that the war will continue throughout the next year.
