On February 3, President Donald Trump expressed his desire to obtain rare earth minerals from Ukraine in exchange for continued aid.

Ukrainian President Volodymyr Zelenskyy responded positively to Trump's proposal on February 4 during a joint press conference with the head of the IAEA, Rafael Grossi. According to Zelenskyy, Ukraine is "open to American investments in this sector."
