Former NACP department head to lead Ukraine’s e-procurement system Prozorro
Yaroslav Lyubchenko, formerly head of the Security and Defense Integrity Policy Development Department at the National Agency for the Prevention of Corruption (NAPC), has been appointed acting CEO of the state-owned enterprise Prozorro, the Ministry’s press service reported.
According to the statement, Lyubchenko worked at the NAPC on developing integrity policies in the security and defense sector and conducting strategic analysis of corruption risks. He also represented the agency in cooperation with international organizations, including the OECD, NATO, and the UN.
His key priorities at Prozorro will include developing new electronic tools and AI applications for the platform, enhancing its interoperability with state registers and systems, and improving the functionality of the Prozorro Market, the state’s e-commerce platform.
Lyubchenko replaces Mykola Tkachenko, who on August 12 joined the Astarta-Kyiv agro-industrial holding as Chief Information Officer. Tkachenko had led Prozorro for over two years.
- Prozorro is the state-owned administrator of Ukraine’s electronic public procurement system, responsible for its technical and marketing support since April 1, 2016.
- The company’s first CEO, Vasyl Zadvornyi, stepped down in November 2022 after six years in office. Tkachenko was appointed in March 2023, with Natalia Shymko serving as acting CEO in the interim.
