Law enforcement officers have served a notice of suspicion to a former deputy mayor, secretary of the Kyiv City Council, and a member of the Kyiv City Council of the IX convocation. This was reported by The Office of the Prosecutor General and The State Bureau of Investigation.

He is charged with Part 2 of Article 367 (official negligence that caused grave consequences), Part 5 of Article 27, Part 2 of Article 28, Part 4 of Article 409 of the Criminal Code of Ukraine (aiding and abetting as part of a group of persons in facilitating the unauthorized leaving of military service under martial law).

The sanctions of the articles provide for punishment up to 10 years in prison.

From the circumstances of the case, it appears that this is Volodymyr Bondarenko, who in April resigned from his post as Secretary of the Kyiv City Council after the high-profile Komarnitsky tapes case (he is not a suspect in this case).

According to the investigation, in 2022-2023, the official accrued and paid more than UAH 690,000 in salary to the Kyiv City Council administrator, who was mobilized into the Armed Forces and received a salary as a military serviceman. From July 2022 to March 2023, he also received an unjustified salary from the Kyiv City Council.

In addition, the suspect sent a letter to the Kyiv City Military-Civilian Administration with a request to send a mobilized employee to work in the Kyiv City Council.

"Thus, the mobilized employee actually evaded military service, did not report to the military unit, and did not perform any tasks for the defense of Ukraine. The indictment against him is currently being considered in court," the Prosecutor General's Office said.
