Ukraine’s Recovery Agency selects chief of Central Procurement Organization
The Recovery Agency has selected a candidate to lead the Centralized Procurement Organization (CPO): Volodymyr Levkovych, according to the agency’s press service.
The decision was made by the head of the Recovery Agency, Serhiy Sukhomlyn, following interviews with candidates shortlisted by a working group. The CPO is a newly created institution responsible for large-scale procurement in the reconstruction sector.
In total, the Recovery Agency received applications from 41 candidates from both the public and private sectors. The international recruitment company Amrop was engaged in the selection process.
A special background check will soon begin for the selected candidate. Based on the outcome, a final decision will be made regarding the appointment, and a fixed-term contract will be signed.
The Recovery Agency reported that Volodymyr Levkovych is an expert in infrastructure management, public procurement, and law, with more than 15 years of experience.
He holds two degrees: one from Ivano-Frankivsk National University and another from Kyiv University of Economics and Law "KROK", with Master's degrees in Law and Finance. Levkovych has implemented both state and international projects (USAID, EBRD, IBRD), and has experience in business, legal consulting, and the public sector.
According to YouControl, Volodymyr Levkovych is the director and 50% owner of Yarlan Law Firm LLC. The remaining 50% is owned by Serhiy Omelchuk.
According to the YARLAN Law Firm’s LinkedIn page, the company provides legal support in real estate and construction, financial and tax law, corporate and labor law, as well as intellectual property protection.
The CPO under the Recovery Agency was established by a Cabinet of Ministers resolution in early April 2025. The concept of the CPO was developed jointly with the EU Anti-Corruption Initiative in Ukraine (EUACI).
Previously, procurement in the regions was handled by local recovery services. Now, all procurement will be conducted through the CPO, using open tenders or framework agreements.
The organization will manage procurement for construction works, road maintenance, development of project documentation, and more. It is the first centralized procurement body in both Ukraine and Europe that can procure both goods and services.
