Ukraine postpones transition to electronic excise stamps
The launch of the electronic excise tax stamp and the electronic system for the circulation of alcohol, tobacco products and e-cigarette liquids will be postponed for ten months – until November 1, 2026, reported Ministry of Finance.
According to the law adopted back in 2023, from January 1, 2026, Ukraine was supposed to abandon paper excise stamps.
However, in September 2025, a few months before the launch of the new system, the European Business Association appealed to the authorities with a request to postpone the launch of the eAcces system so that businesses could properly adapt and test the system.
A working group held at the Verkhovna Rada Committee on Finance, Taxation and Customs Policy supported this proposal.
Relevant changes will be made during the second reading of the draft law No. 14097 on the peculiarities of taxation of banks with corporate income tax in 2026.
The Ministry of Finance has also drafted a relevant government resolution regulating the operation of the electronic system, taking into account the new deadlines for its implementation.
- The electronic stamp will be a unique identifier that can be tracked through the electronic system for the circulation of alcoholic beverages, tobacco products, and e-cigarette liquids.
- Thanks to electronic stamps, consumers will be able to verify that they are not buying counterfeit goods. To do this, the stamp can be scanned through the Diia app.
- Goods with paper stamps can be sold no longer than one and a half years from the date the law comes into force.
