For the first time, the Defense Procurement Agency has announced tenders for the purchase of FPV drones under framework agreements. The expected value of the procurement is over UAH 3.3 billion, press service of the Defense Procurement Agency.

Two announcements on the procurement of FPV unmanned aerial vehicles (one-time) were published on the Prozorro platform:

11 lots for the amount of UAH 2.05 mln;

8 lots for the amount of UAH 1.31 mln.

"For the first time, the UOP is purchasing FPV drones not by model names, but by tactical and technical characteristics. This is a fundamentally new approach that opens up the market to a wider range of manufacturers and allows us to purchase the necessary weapons for the military while maintaining competition and transparency," commented Arsen Zhumadilov, Director of the UOP .

In addition, the mechanism of framework agreements allows for faster procurement among already qualified manufacturers, he added.

19 manufacturers have already qualified for the framework agreements.

A framework agreement is a public procurement procedure that involves pre-selection of suppliers. First, companies are qualified according to basic criteria. After that, the PPA holds specific tenders among them with clearly defined product requirements.

The procurement of FPV drones will take place in the closed module of Prozorro. This guarantees the protection of sensitive information about manufacturers. Proposals can be submitted either directly or through an official representative.

  • In 2025, the state budget allocates more than UAH 128 billion for the purchase of drones by the Defense Procurement Agency.
  • In May, the DPA announced three mechanisms for interaction with the market: direct contracts (for unique or specialized drones), framework agreements (bidding for drones with similar characteristics, initially for FPV) and DOT-Chain Defense, a marketplace where the military will choose the necessary means on their own. The latter mechanism was launched in early July.
