"We have a framework agreement with TikTok. We will not discuss the commercial terms of the deal. This is a matter between two private parties, but the commercial terms have already been agreed upon," he said .

US Trade Representative Jamieson Greer clarified that the agreement provides for the transition of TikTok US to the ownership of an American person.

He also said that the agreement provides for the approval of the leaders of both countries.

US President Donald Trump will have a phone conversation with Chinese President Xi Jinping on Friday, September 19.

"The big trade meeting in Europe between the United States and China went very well! An agreement was reached on a 'certain' company that young people in our country really wanted to save. They will be very happy! On Friday, I will talk to President Xi. Our relationship remains very strong," wrote Trump on Truth Social.

"The framework agreement is for [TikTok] to come under U.S.-controlled ownership. But again, I don't want to get ahead of myself before the leaders' phone call on Friday. We have limits. They have yet to confirm the deal," Bessent confirmed .

  • In 2024, the U.S. Congress passed the Protecting Americans from Programs Controlled by Foreign Adversaries Act. The law obliged ByteDance, TikTok's parent company, to either sell the app or face a ban in the US.
  • In early 2025, the US Supreme Court recognized the legality of this requirement .
  • Donald Trump, who had previously been against TikTok, changed his mind after his team successfully used the social network during the 2024 election campaign. After coming to power, he postponed the ban on TikTok.
