Ukraine has signed the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law, the press service of the Ministry of Digital Affairs reports.

It is noted that this is the first international treaty in the field of artificial intelligence.

The document was signed in Strasbourg by Deputy Minister of Digital Transformation Oleksandr Bornyakov and Deputy Secretary General of the Council of Europe Björn Berge.

The Convention sets out key principles that countries should follow when developing laws and implementing AI in the public sector. These include:

  • respect for human dignity and autonomy;
  • transparency and oversight;
  • non-discrimination;
  • privacy protection;
  • reliability;
  • innovation security.

"Signing the convention is an important step for the development of AI in a digital state. Ukraine is not just joining the technological future – we are shaping it according to world standards together with leaders in the field," the Ministry of Digital Affairs emphasized.

The Convention has already been signed by 15 governments, including the United States, the United Kingdom, Canada, Japan, Israel, EU countries, and members of the Council of Europe.
