Cabinet of Ministers allocates 8.8 billion for compensation for destroyed housing

The Cabinet of Ministers has allocated UAH 8.8 billion from the state budget reserve fund to compensate citizens for housing destroyed by Russia. The decision was made on December 23, and the funds will be allocated to the Ministry of Development to finance housing certificates under the eRestoration program, informs Ministry of Economy.

As of December 18, 2025, the need to finance compensation for destroyed housing amounted to UAH 8.8 billion, which corresponds to 6,278 housing certificates. The decision will make it possible to finance these certificates and pay compensation to citizens who lost their homes as a result of the war.

"Providing compensation to citizens for housing destroyed as a result of the war is a direct responsibility of the state. We must ensure funding for housing certificates already issued and support people who have lost their homes due to the armed aggression of the Russian Federation," said Deputy Minister of Economy Vitaliy Kindrativ.

Prime Minister Yulia Sviridenko saidthat in total, in 2025, more than 67,000 families received compensation for housing damaged or destroyed by Russia, totaling more than UAH 31.5 billion.

On December 1, a new component of the eRestoration program for internally displaced persons from the temporarily occupied territories was also launched.

It provides for a housing voucher worth UAH 2 million that can be used to buy an apartment or house, invest in construction, or use it for a down payment or mortgage repayment. At the first stage, the program is available to IDPs with the status of combatants or persons with war-related disabilities.
