Fences blocking Dnipro riverbank in Kyiv come down
On Monday, August 25, 2025, the Kyiv Department of Territorial Control, with police support, enforced a Supreme Court ruling that declared illegal the closure of the Dnipro riverbank near the RiverStone residential complex. The department’s director, Mykhailo Budilov, reported this on Facebook.
The riverbank in Berkovshchyna Bay was built in 2013 as part of the residential complex. It was designated as a coastal protection facility and registered as private property of the management company Ukrainian City Service LLC.
On August 6, 2025, the Supreme Court ruled that private ownership of coastal protection facilities in the Dnipro protection zone is legally impossible, as such structures serve an auxiliary function and cannot exist independently of the water body. Therefore, blocking public access to them is prohibited.
On August 22, Kyiv municipal services attempted to enforce the court decision and dismantle the fences but encountered resistance. This time, they were accompanied by the police to maintain public order.
- Separately, on August 21, the National Police served a notice of suspicion to the former acting director general of Kyiv’s Pleso utility company and one of his subordinates. They are accused of abuse of office in connection with the construction of a waterfront for a private residential complex using public funds.
