The Appeals Chamber has overturned the verdict of the High Anti-Corruption Court, according to which the former head of the Ternopil Regional Council and former MP Mykhailo Holovko had to pay a UAH 68,000 fine for failing to declare property worth UAH 2 million. This was reported by the press service of the HACCU said on Monday, January 26.

"...the panel of judges of the HACC Appeals Chamber partially upheld the appeal of the defense, overturned the HACC verdict and closed the criminal proceedings against the accused in connection with the establishment of the absence of a criminal offense. The appeal was dismissed in the rest of the case," the statement said.

The decision came into force upon its announcement and may be appealed to the Criminal Court of Cassation of the Supreme Court.

At the same time, the HACC verdict of June 18, 2025, which found the former head of the Ternopil Regional Council guilty of other criminal offenses, is still under appeal.

Court of first instance in October 2025 found Golovko guilty of declaring false information and sentenced him to a fine of UAH 68,000 with disqualification to hold positions in state and local government (except for elected officials) for a period of one year.

Golovko failed to include in his declarations for 2022-2023 information about a 201.9-square-meter apartment (which formally belonged to his mother but which he used), money in his bank account, and several non-residential premises (a parking space, a car wash, a storage room) owned by his family members.

The total amount of undeclared property amounted to UAH 2.2 million in 2022 and more than UAH 2 million in 2023.

The case on the 2023 declaration was closed due to changes in legislation that raised the threshold of criminal liability (from 500 to 750 subsistence minimums), which improved the position of the accused.

  • Mykhailo Holovko was a member of the Verkhovna Rada in 2012-2019 and the chairman of the Ternopil Regional Council in 2020-2023.
  • In June 2025, his convicted of taking a bribe of over UAH 600,000 from a businessman-volunteer to nine years in prison. The sentence has not yet entered into force.
