The Ministry of Economy updates its export strategy: focus on processing and "Made in Ukraine"
The Ministry of Economy is finalizing a new export strategy for Ukraine until 2030. The main goal is to shift the emphasis from raw material exports to high value-added products and expand the opportunities for Ukrainian producers in foreign markets. This was reported to by Taras Kachka, Ukraine's trade representative, at the conference "Exporting in Times of War".
According to him, the new strategy focuses on the implementation of the "Made in Ukraine" policy, support for the processing industry, and modernization of state aid instruments for exporters.
"The new strategy should ensure coordination between business, government and the public. The state should act as a service that supports export-oriented business inside and outside the country," said Taras Kachka.
Main objectives of the export strategy until 2030:
→ increase in exports of goods and services to $77 billion per year;
→ increasing the share of exports in GDP to 33%;
→ reduction of the share of raw materials in exports to 59%.
For comparison: in 2024, exports brought Ukraine $51 billion in foreign exchange earnings, while their share in GDP was only 25% (compared to 49% in 2014).
Strategy priorities:
→ strengthening the institutional capacity of the state in the field of export support;
→ creating a favorable environment for exporters;
→ expansion of domestic production in Ukraine.
The planned instruments include launching a mechanism of state financial support for exports, expanding the capabilities of the Export Credit Agency (ECA), creating an Export Development Fund, and developing business support infrastructure - from educational to consulting services.
The strategy should take into account the needs of post-war recovery and harmonize export policy with European standards. The document also envisages updating the export structure and increasing the competitiveness of Ukrainian goods.
In the near future, the draft strategy will be published for public discussion on the website of the Ministry of Economy.
The strategy is being developed with the participation of the TIPSTER project, which is being implemented by the Foundation for Support of Reforms in Ukraine with funding from the German government as part of the ReACTUA initiative. Implemented by the German company GIZ.
- The European Union has decided to restore quotas on imports of Ukrainian agricultural goods starting June 6. No EU member state objected, while eight countries abstained: Sweden, Czech Republic, Denmark, Estonia, Finland, Germany, Ireland, and Lithuania. The quotas will be temporary until the end of 2025 and will amount to 7/12 of the usual annual volumes. Ukraine's Prime Minister Denys Shmyhal assured that the renewal of quotas on imports of Ukrainian agricultural products by the EU will not pose a threat to exports in the near future.
