Ukraine simplifies rules for installing solar panels on buildings
Ukraine’s Cabinet of Ministers has approved measures to significantly simplify the installation of solar panels on building roofs and facades, the government’s press service said on Wednesday.
Under the new rules, solar power systems installed on roofs and facades will require only a technical inspection report for the building. No additional licensing or registration procedures from state architectural and construction authorities will be required, Prime Minister Yulia Svyrydenko said.
Previously, the installation of solar systems was classified as reconstruction or major renovation, which required multiple permits. The new government resolution, No. 77, removes these works from the list of activities subject to complex approval procedures.
To install solar panels, owners will now only need a technical inspection report prepared by a certified specialist. The document must include an assessment of the building’s technical condition, the potential impact of the equipment on structural integrity, and recommendations for safe operation.
For owners of individual residential buildings, garden and country houses, as well as outbuildings, a technical inspection will remain optional and carried out at the owner’s discretion.
- In June 2024, the government launched preferential loans for households installing solar panels and small wind power plants with capacities ranging from 1 kW to 10 kW. The maximum loan amount is UAH 480,000, with a maximum term of five years.
- Starting in November 2025, the Cabinet of Ministers will change the support mechanism for household solar power installations. Instead of monthly interest-rate compensation, the state will provide a one-time subsidy covering 30% of the loan’s principal.
