"We sting legitimate targets". Malyuk names number of successful strikes on Russian refineries and oil depots
Ukraine has conducted 160 successful strikes on Russian oil and refinery facilities since the beginning of 2025, , said Ukraine's Security Service chief Vasyl Malyuk at a meeting with President Volodymyr Zelenskyy on Friday.
"We are stinging legitimate targets. Oil production and refining account for 90% of the budget of the Ministry of Defense of the Russian Federation. These are dirty oil rubles, which the enemy uses to kill us," he said .
In the last two months alone, September and October, there were 20 attacks: six refineries, two oil terminals, three oil depots, and nine oil pumping stations.
"What did it lead to? It led to a deficit of more than 20% in the domestic market of petroleum products, to the idle 37% of refinery capacities, as well as to a deficit in 57 regions of the Russian Federation and a ban on gasoline exports until the end of this year," Malyuk said .
"We are not resting on our laurels. There are many fresh views and approaches to this work. These include new means, new combat units, new ways and means of communication," he added .
According to Malyuk, drone strikes on Russia revealed that the strongest air defense system in Russia is Pantsiri, so its destruction was prioritized.
Since the beginning of 2025, according to Malyuk, 48% of enemy Pantsers have been destroyed, which is more than Russia's annual production capacity of 30 per year.
- Since the beginning of August 2025, Ukraine has carried out at least several dozen strikes on Russian refineries. The attacks have led to gasoline shortages in many regions of Russia and in the territory it occupies. The Kremlin has been forced to impose restrictions on fuel exports by the end of the year.

- The International Energy Agency believes that the impact of Ukrainian drone strikes on Russian refineries will be felt at least until mid-2026.
