In November 2025, the Ministry of Digital Transformation (MinCyfra), together with mobile operators, launched the Communication Generator initiative. According to its terms, individuals who owned fuel generators could use them to power base stations to maintain communication during power outages. For this, compensation was provided for the cost of fuel: uAH 172 per hour for a diesel generator and UAH 287 for a gasoline generator.

However, the initiative as a whole has failed, according to the comments LIGA.net from mobile operators. As Vodafone explained, it has long been attracting additional generation capacity by cooperating with communities and businesses. However, "there are not many cases with individuals, because not every generator is suitable for powering base stations."

Under the terms of the initiative, operators could lease generators with a capacity of 7.2 kW or more. Kyivstar, which is also currently leasing generators from businesses (the Generator as a Service model), takes units with a capacity of 8 kW or more. The company cooperates with more than 200 business partners on this principle, compensating them for the cost of fuel.

"At the start of the project, the team received up to 300 requests from interested generator owners, which were properly processed. At the same time, due to low further activity, it was decided not to continue the initiative," Kyivstar summarized to us.

The Ministry of Digital Transformation emphasized that the Communications Generator was not a business, but a social initiative. In addition, under the terms of the program, generator owners had to maintain and refuel the generators themselves while working at the base station. Operators were only supposed to provide technical connection.
