The State Air Traffic Services Enterprise of Ukraine (Ukraerorukh) has signed a memorandum of cooperation with Italian companies Leonardo and ENAV as part of Ukraine's preparations to resume civilian flights. This was reported to by the press service of Ukrealorukh.

The document was signed during the URC 2025 international conference on Ukraine's recovery in Rome. It provides for the restoration and modernization of the air traffic control infrastructure, which was heavily damaged by the war. The signing was the first step towards the gradual restoration of safe flights in Ukrainian skies.

As part of the agreement:

Leonardo, one of Europe's leading aerospace and defense technology providers, will provide technological solutions and infrastructure components;
ENAV, Italy's national air navigation service provider, will provide expertise and consulting support;
Ukrealorukh is the project beneficiary and responsible for implementation.

The parties also agreed to jointly coordinate key projects, engage institutional partners, and seek funding sources.

In parallel with the signing of the memorandum, two agreements were signed on the free transfer of five primary radar systems and related equipment to Ukraine. Although these systems are not new, they play a critical role in restoring basic surveillance functions in Ukrainian airspace .

"We are sincerely grateful to our Italian partners for their support. The agreements signed today are an effective start to the resumption of the provider's services in the safe skies of Ukraine," emphasized Andrii Yarmak, Director of Ukrealorukh.
