The Verkhovna Rada of Ukraine voted in favor of draft law No. 12414. It significantly restricts the independence of the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office. In effect, the SAP and NABU become dependent on the General Prosecutor's Office.

"The draft law allows other law enforcement agencies to access cases that fall under the exclusive jurisdiction of the NABU," says Yevhen Grushovets, partner at Ario Law Firm. "This creates a risk of selective prosecution or, conversely, selective 'merging' of proceedings." In the lawyer's opinion, any investigation targeting high-ranking officials could be removed from the NABU's jurisdiction and transferred to a more loyal institution. "Let's be honest. This is not a theoretical risk, but a practical model we've already seen in the past," he concludes.
