Dnipro Mineral Fertilizer Plant declared bankrupt

On April 22, the Economic Court of the Dnipropetrovsk Region declared PJSC Dnipro Mineral Fertilizers Plant (Kamianske City) bankrupt and initiated liquidation proceedings, according to the court register.
The company had been in a pre-bankruptcy state for a long time, and before the full-scale war, its debts exceeded UAH 1 billion.
In February 2022, the company initiated a rehabilitation (financial recovery) procedure for a period of five years and eleven months.
The rehabilitation plan envisaged the resumption of production through long-term tolling contracts. Half of the plant’s debt was to be written off, and the remaining amount deferred for six years.
The plan was not implemented.
In 2022–2023, the company repaid 10% of fourth-priority creditors’ claims (the largest group), totaling UAH 44.9 million.
However, due to Russian military aggression and martial law in Ukraine, the company faced problems with the maritime supply of raw materials and shut down in 2024.
As of March 2025, the company had accrued debts for wages (UAH 15.8 million), the Pension Fund (UAH 48 million), taxes and fees (UAH 18.1 million), and utilities (UAH 0.75 million).
As a result, the rehabilitation manager filed a petition with the court for early termination of the rehabilitation procedure and initiation of liquidation proceedings.
- Dnipro Mineral Fertilizers Plant was established in 2002 based on the state-owned enterprises Agrophos and Ammophos, which inherited fertilizer production facilities from the Prydniprovsky Chemical Plant — a giant of the Soviet chemical industry. In the 2000s, the plant was privatized by Fedkominvest-Ukraine, a company owned by Russian national Alexei Fedorichev, who is under sanctions and investigation in Ukraine.
- Today, the company is part of the Ukragrokhimholding corporation, owned by Serhiy Liskovsky (former chairman of the Dnipro Mineral Fertilizers Plant's supervisory board and president of Fedkominvest-Ukraine). According to the state register, Wolfgang Friese is listed as the ultimate beneficiary of PJSC Dnipro Mineral Fertilizers Plant.
