Kirovohrad Rudoupravlinnia to be сonfiscated from Russian owner: lawsuit filed

The Ministry of Justice of Ukraine has filed a lawsuit seeking to impose sanctions on Russian businessman Sergey Kabargin through the forfeiture of his assets, namely 52.76% of the shares in Kirovohrad Rudoupravlinnia JSC. The information was reported on the websites of the Ministry of Finance and the Ministry of Justice.
Kirovohrad Rudoupravlinnia operates in the Kropyvnytskyi district, at the Oboznivske secondary kaolin deposit, where it extracts sand, gravel, and clay, including refractory kaolin.
The company’s shares are currently under arrest. In May 2023, the National Agency for the Detection, Search and Management of Assets Derived from Corruption and Other Crimes (ARMA) announced that it was seeking an external manager for the company, but has not yet found one.
In 2023, Kabargin was served with a notice of suspicion by the Security Service of Ukraine (SBU) under Part 4 of Article 110-2 of the Criminal Code — financing Russia’s war of aggression against Ukraine. In November of the same year, he was also placed under five-year sanctions.
According to investigators, materials from Kirovohrad Rudoupravlinnia were allegedly supplied to third-party companies, but in reality were delivered to Rosatom and Lukoil via the Russian Borovichi Refractories Plant. The SBU also found that the company’s ultimate beneficiary has ties to Russia’s military-industrial complex.
“Kabargin’s companies pay billions of rubles in taxes and other mandatory contributions to both the state budget of the aggressor country and to off-budget funds. These funds are directed to the Russian armed forces as well as to illegal armed groups involved in Russia’s aggression against Ukraine,” the prosecutor’s office reported.
The Ministry of Justice further noted that Kabargin also holds a stake in the Russian holding Titan-2, which builds nuclear and thermal power facilities, as well as oil, gas, and chemical infrastructure, and is a strategic partner of Rosatom. Titan-2 is the general contractor for the construction of new power units at the Leningrad NPP-2 and Kursk NPP-2.
In July 2025, the Ministry of Justice also launched the process of confiscating the assets of former MP Oleinik, who assisted Russia in the occupation of the Kyiv region.
