It is also proposed to add another 43 vessels of the Russian "shadow fleet" to the sanctions list, which the aggressor country uses to transport oil bypassing sanctions. If approved, the number of such vessels on the EU sanctions list will reach 640.
"We are also making it more difficult for Russia to acquire tankers for use in the shadow fleet and introducing broad bans on maintenance and other services for LNG tankers and icebreakers to deal an additional blow to gas export projects. This is in addition to the ban on LNG imports agreed as part of the 19th sanctions package," she said.
It is proposed to add 20 more Russian regional banks to the sanctions list. Measures are also planned for cryptocurrencies, companies that trade in them, and platforms that provide crypto trading to block ways to circumvent sanctions.
"We are also targeting a number of banks in third countries involved in facilitating the illicit trade in sanctioned goods," von der Leyen said.
In addition, the European Commission has proposed to tighten export restrictions and impose new bans on Russian goods and services, ranging from rubber to tractors to cybersecurity services, worth more than €360 million.
"We are also introducing new import bans on metals, chemicals and critical minerals not previously subject to sanctions, worth more than 570 million euros. In addition, we are introducing additional export restrictions on goods and technologies used by Russia to conduct military operations, including materials for the production of explosives. We propose to set a quota on ammonia to limit the available imports," the European Commissioner said.
The commission also wants to ban the export of any computer numerically controlled machines and radio equipment to jurisdictions where there is a high risk of re-export to Russia.
