There will be no interruptions in the provision of military personnel, just as there were none in previous years. This was stated by People's Deputy, Chairwoman of the Verkhovna Rada Committee on Budget Roksolana Pidlasa.

This year, Ukraine must independently purchase more weapons for the Defense Forces, as international partners have temporarily reduced in-kind supplies.

According to her, the government is preparing amendments to the state budget worth about UAH 400 billion, which they plan to submit to parliament in the near future.

Pidlasa noted that in the first half of 2025, weapons and ammunition worth over UAH 300 billion were contracted.

Now, according to her, the government and parliament must promptly make changes to the state budget so that the need for providing military personnel and future weapons purchases is fully covered.

"I would say that this situation is planned, and by the end of August, changes to the budget will be approved and signed by the President, so there will be no interruptions in the provision of military personnel, just as there were none in previous years," Pidlasa assured.

All needs will be covered from several different sources:

  • overfulfillment of tax and customs revenues (+41 billion UAH in five months);
  • a grant from the UK for UAH 82 billion (can be spent on the purchase of weapons);
  • domestic borrowing through domestic government bonds (OVDP).

She also emphasized that there is no talk of raising taxes at all now.

  • The Ministry of Finance of Ukraine said that the state budget for 2025 is designed to ensure the stability of the country even if hostilities continue throughout the year. Over UAH 2.2 trillion has been allocated for these needs, which is 26.3% of the country's GDP.
  • However, already in early April, information appeared that the expenditure part of the budget may not be enough, because the Ministry of Defense is already spending funds that were planned for the end of the year (October-December).
