Ukraine to strengthen rights protection for drivers with disabilities — government approves draft law

The Cabinet of Ministers has approved a bill that will strengthen the protection of the rights of drivers with disabilities, including veterans, the Government Portal reports.
This is the draft law "On Amendments to Certain Laws of Ukraine Regarding the Use of Benefits Provided to Drivers with Disabilities", initiated by the Ministry of Veterans Affairs.
The document provides for the creation of a single identification mark "Driver with a disability" with a QR code confirming the presence of a disability.
This will allow for more effective control over who uses preferential parking spaces, as these spaces are often illegally occupied by those who do not have the right to do so.
The bill also proposes to amend the law "On the Fundamentals of Social Protection of Persons with Disabilities in Ukraine" – to update the rules for arranging free parking spaces for vehicles driven by drivers with disabilities or transporting such persons.
In particular, parking lots must have at least 10% of spaces for people with disabilities, but not less than one.
In addition, drivers with disabilities or those transporting them will be required to carry a QR code identification badge and documents confirming their right to the benefit, in paper or electronic form. These changes will be made to the Law "On Road Traffic".
The next step will be consideration of the draft law in the Verkhovna Rada.
- Since April 11, 2025, the police have expanded the use of TruCAM speed measuring devices.
- The Council proposed lowering the speeding threshold without a fine to 10 km/h.
