Zelenskyy signs law to ensure smooth trade with EU under new rules
Entrepreneurs will be able to use both old and new rules for trade with the EU until the end of 2025

President Volodymyr Zelenskyy signed the law on the ratification of Decision No. 2/2024 of the Joint Committee of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin. The press service of the Verkhovna Rada reported this.
The document will allow Ukraine to trade freely with European Union countries during the transition to the updated rules of the convention, which came into effect on January 1, 2025.
For businesses and exporters, this means that:
- a transitional period will be in effect until the end of 2025: entrepreneurs will be able to use both the old and new rules for determining the origin of goods;
- certificates issued before the beginning of 2025 or 2026 (depending on the country) remain valid if the goods are still in transit or under customs control;
- Certificates issued under the new rules will have a special mark – "REVISED RULES".
- States parties to the convention must exchange information about changes in their rules.
It is noted that this decision will allow Ukrainian exporters to maintain stability in trade with European partners and smoothly adapt to new requirements.
