The National Police has served a notice of suspicion on the former acting director general of Pleso and one of his subordinates. As reported on the website of the Prosecutor General's Office, they are accused of abuse of office in connection with the construction of a waterfront for a private residential complex.

According to the investment agreement, the private developer of the residential complex (judging by the photos, Rusanivska Havan) had to pay for the construction of the embankment and coastal protection in the 50-meter coastal strip on its own.

However, the management of Pleso may have illegally included these works in the city's development program and financed them from the Kyiv budget in 2018-2020.

As a result, the city lost more than 103 million hryvnias.

Rusanivska Havan is being built on the left bank of Kyiv, between Mykilska Slobidka and Rusanivski Sady along the Rusanivska Strait of the Dnipro River.

The construction site is the territory of the former Darnytsia Plant of Building Materials and Structures.

In 2020, LB.ua was the first to write that the Kyiv budget paid for the embankment for Rusanivska Havan, and the developer of the project, Miskbudinvest, not only received the embankment near the residential complex at the expense of the city budget, but also became the contractor for these works, which means that it also made money on it.

The suspects from the Pleso utility company face three to six years in prison, deprivation of the right to hold certain positions for up to three years and a fine under Article 28(2) and Article 364(2) of the Criminal Code.

  • on August 6, the Supreme Court ruled on the RiverStone waterfront in Kyiv, essentially recognizing that the residential complex has no right to close public access to it.
