UP: Chernyshov becomes a subject of the second criminal investigation by NABU

Former Deputy Prime Minister Oleksiy Chernyshov became a defendant in the second criminal proceedings of the National Anti-Corruption Bureau after the publication of a journalistic investigation by Bihus.info on the construction of estates in the village of Kozyn near Kyiv. This was reported by Ukrayinska Pravda with reference to its own sources in law enforcement.
This is the second criminal case involving the former deputy prime minister. In June 2025, he received a suspicion of abuse of office and receiving undue advantage in the form of discounts on apartments.
In September, the NABU and the Specialized Anti-Corruption Prosecutor's Office conducted about 20 searches of people and companies connected to construction in Kozyn, after which it stopped.
"The pre-trial investigation established that Chernyshov Oleksiy Mykhailovych, being an official of a central executive body, and his wife, acting through the legal entities controlled by them, Bloom Development LLC and the service cooperative Housing and Construction Cooperative "Sunny Beach", as well as their officials, acquired real estate in the form of land plots and houses located at: Kyiv region, Obukhiv district, Kozyn village, thereby possibly committing a crime under part three of Article 209 of the Criminal Code of Ukraine," the investigation materials cited by the UP say.
According to the investigation, the total income of Chernyshov and his wife in 2019-2024 amounted to UAH 106 million, which is not enough to build such real estate - its value can reach tens of millions of dollars.
The UP reported that the construction of four estates in Kozyn with an area of about 1000 square meters each began in 2019 and continued even during the full-scale invasion in 2022-2025.
As of October 2025, construction work at the facilities has been suspended.
- Chernyshov entered politics in 2019, when Volodymyr Zelenskyy appointed him head of the Kyiv Regional State Administration.
- Less than six months later, he became Minister of Community and Territorial Development. In 2022, he became the head of Naftogaz of Ukraine, but two years later, in December 2024, he returned to the Cabinet of Ministers as Deputy Prime Minister - Minister of National Unity of Ukraine, a position he held until the appointment of the new government in July 2025.
