Duties on soybean and rapeseed exports have been sewn into the draft law on pollution control. EBA vs

The member companies of the EBA Grains and Oilseeds Committee call on the state authorities to refrain from imposing duties on soybean and rapeseed exports. This was reported to by in the EBA.
According to the association, in the draft law No. 13157 "On Integrated Prevention and Control of Industrial Pollution", MPs propose to set a 10% duty on soybeans and rapeseed or kola seeds.
Although the document itself refers to changes to the Tax Code regarding the control of industrial pollution, according to the business, it has added provisions related to the export of agricultural products.
The EBA emphasizes that such steps could harm the agricultural sector, which is already experiencing difficult times due to the full-scale war.
"Such initiatives can significantly undermine the export potential of the agricultural sector, create an additional burden on business and reduce the competitiveness of Ukrainian products on world markets," the EBA noted .
In addition, the business community reminded that the introduction of export duties contradicts the Association Agreement with the EU, which prohibits such restrictions on the export of goods.
The EBA also points out that draft laws related to European integration should undergo a separate examination, but in the case of draft law No. 13157, the business community says this was probably not done.
- After Russia's full-scale invasion in 2022, the EU temporarily lifted duties and restrictions on imports of Ukrainian agricultural products, as traditional sea routes through the Black Sea were threatened.
- The EU returned to "pre-war" rules in trade with Ukraine on June 6, 2025. Temporary easing of conditions introduced in 2022 is no longer valid.
- On June 30, the EU and Ukraine reached an agreement on new trade conditions instead of "trade visa-free regime".
