Bilhorod-Dnistrovskyi port officially becomes the property of Prodivusa

On Wednesday, August 27, the process of transferring ownership of the unified property complex of the state-owned enterprise Belgorod-Dniester Commercial Sea Port to the private company Top-Offer LLC was completed. About this said Port CEO Oksana Kiktenko.

The process lasted more than four years. In March 2020, the State Property Fund decided to privatize the port.

In April 2021, the Ministry of Infrastructure approved the act of acceptance and transfer of the port, after which it was officially transferred to the SPFU in May of the same year.

The next stage was an auction held in November 2024. Top Offer LLC became the winner. In December, the parties signed preliminary purchase and sale agreement and the main agreement on February 27, 2025.

In July 2025, the deal was approved by the Antimonopoly Committee. on August 22, the SPFU and the new owner signed an act of acceptance and transfer of the port.

The final step was the state registration of the property under Top Offer LLC, which took place on August 27, 2025.

Top-Offer LLC is owned by former member of the Verkhovna Rada Volodymyr Prodyvus.

  • The port in Bilhorod-Dnistrovskyi was planned to be privatized before the war started. It operated at a loss of UAH 24-29 million a year and did not even bring in money to pay salaries to employees.
  • In 2023, businessman Vitaly Kropachev's Ukrdoninvest LLC wanted to buy it for UAH 220 million, but never transferred the money. The company refused to sign an agreement with the SPF due to lack of documents.
  • The next successful auction with the participation of Volodymyr Prodyvus' Top-Offer LLC was held on November 8, 2024, with the firm offering UAH 90 million.
