Model bus routes to be launched in Kyiv region: pilot to Bila Tserkva

Pilot model bus routes between the capital and the suburbs will be launched in Kyiv region. This was reported by of the Ministry of Community and Territorial Development following an offsite meeting with Deputy Minister Serhiy Derkach.
The key topic of discussion was the launch of the Kyiv-Bila Tserkva route.
"This is not a formality. This is a real change in the standard," emphasized Sergiy Derkach.
An exemplary route should meet several requirements, in particular:
→ mandatory issuance of a travel ticket (paper or electronic) to the passenger;
→ start of the route, stops and endpoints should be at bus stations and verified stops;
→ possibility of cashless payment with the issuance of a ticket;
→ carrier's liability insurance for the trip is available;
→ access to GPS signal to verify the movement of the relevant route.
Updates to the contracts for the Kyiv-Bila Tserkva and Kyiv-Borodianka routes have already begun to bring them in line with the real situation and legal requirements.
GPS trackers are installed on three of the six Kyiv-Bila Tserkva routes.
Special attention was paid to the problems of bus stations.
- In July 2024, Ukraine approved an updated form of bus ticket.
- In September, the Cabinet of Ministers approved changes that created an electronic list of bus stations.
- In March 2025, Ukraine changed the procedure for technical inspection of buses, to determine their comfort class.
- In June, the Ministry of Development presented the key elements of specialized reform to carriers.
