Cabinet of Ministers proposes to resume civil service competitions suspended due to war
The Government supported the draft law restoring the competitive procedure
At an extraordinary meeting on July 14, the Cabinet of Ministers supported a bill that restores competitive selection for civil service positions. This was reported by the government's press service.
The selection of personnel for civil service positions in accordance with the requirements of the Law of Ukraine "On Civil Service" is carried out through a mandatory competition.
However, since May 2022, competitions for civil service positions have been temporarily suspended for security reasons.
The resumption of competitive selection for civil service positions is an indicator of the Ukraine Facility's Plan for 2024-2027.
- In 2024, the head of the National Agency for Civil Service, Natalia Alushyna, announced a catastrophic shortage of people in the civil service.
- At the same time, Prime Minister Denys Shmyhal said in March 2025 that a 30% reduction in the number of civil servants since the start of the full-scale invasion helps save the budget.
- The Verkhovna Rada supported the reform of civil servants' remuneration: 70% – salary and allowances, 30% – bonuses.
