A new system of permits for international cargo transportation will be launched in Ukraine on November 1

The new digital system of ECMT electronic permits for international freight transportation will be launched in Ukraine on November 1, 2025. About reported Ministry of Community and Territorial Development.
At the meeting of the Road Transport Group of the European Conference of Transport Ministers held on October 6-7, the experience of preparing countries and carriers for the implementation of the new system was discussed.
The meeting also discussed the application of a transition period from the start of the use of the ECMT digital system.
Starting November 1, Ukrainian carriers will be able to enter information about travel under ECMT permits into the main system, which will replace paper documents.
In the first stages, a transitional period of at least 3 months is envisaged, during which the regulatory authorities will be more tolerant of technical errors in filling out digital permits.
At the same time, carriers are advised to fill out all trips carefully: data can be entered on the day of loading or up to 25 hours after the start of the trip, and it must be completed no later than 12 hours after the end.
Some data can be edited until the first upload or download, after which changes are not possible.
The system also provides options for complex routes with multiple loading and unloading points, and in case of cyberattacks or technical problems, carriers must notify national authorities.
In November, the International Transport Forum will hold online trainings for carriers to help them prepare for the new system.
