New EU duty-free quotas for Ukrainian agricultural products came into force

On Wednesday, October 29, new tariff conditions for mutual trade between Ukraine and the European Union came into force. About this said the press service of the State Customs Service.

The changes open a new stage in the development of economic partnership between Ukraine and the EU member states.

Decision No. 3/2025, adopted under the EU-Ukraine Association Agreement, provides for the abolition or significant reduction of import duties and an increase in tariff quotas for Ukrainian goods exported to the EU.

According to the State Customs Service, this decision creates additional opportunities for Ukrainian exporters: reducing duties and expanding quotas will stimulate export growth, help Ukrainian products enter new markets, and increase the competitiveness of producers.

"For Ukraine, this is a significant signal of deepening integration into the EU, which increases investment attractiveness and strengthens the competitiveness of Ukrainian producers," the State Customs Service said.

The largest increase in duty-free shipments compared to 2021, received:

  • honey: the quota increased by 483%, from 6,000 to 35,000 tons;
  • sugar: the quota for white sugar increased by 400%, from 20,000 to 100,000 tons;
  • skimmed milk powder: the volume increased by 208%, from 5,000 to 15,400 tons;
  • eggs: the quota increased by 200%, from 6,000 to 18,000 tons;
  • poultry: the quota was increased by 33%, from 90,000 to 120,000 tons.

Ukraine will also increase quotas for European goods, including pork (from 20,000 to 45,000 tons), poultry (from 20,000 to 120,000 tons), and sugar (from 40,000 to 100,000 tons).

The next review of quotas will take place in 2028.

  • Following Russia's full-scale invasion of Ukraine, the European Union has completely abolished duties on Ukrainian goods. Duration of the duty exemption expired on June 6, 2025 since then, quotas have been in effect at 7/12 of the annual pre-war volumes.
