Svyrydenko: Ukraine to launch full-cycle explosives production

On July 23, the Cabinet of Ministers approved the launch of a new grant competition under the Brave1 initiative aimed at establishing a full-cycle explosives production in Ukraine, Prime Minister Yulia Svyrydenko announced in a public statement.

"This is a step toward scaling up domestic explosives manufacturing," the Prime Minister said.

The main objective of the initiative is to localize the entire production process.

According to Svyrydenko, "Everything — from equipment to chemical components — must be produced in Ukraine, systematically and in the necessary volumes."

The grant competition will include technical evaluation by Ukraine’s security and defense forces, mandatory field testing, and a transparent selection process.

Detailed information on funding amounts and competition terms will be published by the Ministry of Digital Transformation.

Svyrydenko emphasized that the initiative reflects a new model of state-market cooperation, where the government directly supports companies with a tangible impact on the war effort.

To date, the Brave1 platform has financed over 560 defense tech projects, with total funding exceeding UAH 2.2 billion.

  • In October 2024, the Ministry of Digital Transformation began issuing non-refundable grants for missile production under the Brave1 initiative.
  • In April 2025, the Cabinet of Ministers simplified the import of explosives for ammunition producers and launched a financial assistance program for farmers growing cotton, the pulp of which is used in gunpowder manufacturing.
