Ukraine approves new rules for labeling alcohol and cigarettes: what will change

On Wednesday, July 16, the Cabinet of Ministers approved a new procedure for labeling alcoholic beverages, tobacco products and e-cigarette liquids. About this reported Ministry of Finance.
From January 1, 2026, the following will be used for labeling electronic stamps in the form of a graphic element (DataMatrix code).
It will be applied to each individual pack of cigarettes, bottle of alcohol, or container of liquid used in e-cigarettes.
"The introduction of electronic stamps will increase the level of traceability of the circulation of excisable goods, provide additional control over the legality of their sale and help reduce the shadow turnover of alcohol and tobacco products," the Ministry of Finance said.
Starting next year, consumers will be able to check the legality of goods through the app, as a scanning method can be placed along with the graphic element of the electronic stamp.
The adopted resolution is a logical continuation of the launch of the Electronic system for the circulation of excisable goods (E-Accounts), which is being tested since March 1, 2025 and will end on January 1, 2026.
