Zelenskyy created a new Council on Entrepreneurship Support to replace five existing bodies

President Volodymyr Zelenskyy signed a decree establishing a Council on Entrepreneurship Support. The relevant document, No. 421/2025, has been published on the President's website.
According to the decree, the new Council will replace several previous bodies:
- National Reform Council;
- National Investment Council;
- Council for Promoting the Development of Small Businesses;
- Council on Supporting Entrepreneurship During Martial Law;
- Executive Committee for Reforms.
The new advisory body was created to establish interaction between government and business in order to solve the practical problems of entrepreneurs.
The main tasks of the Council will be to analyze the effectiveness of state policy in the field of entrepreneurship, identify systemic problems, and develop solutions aimed at improving the business environment.
The Council will also be involved in preparing proposals for legislative amendments, taking into account the requirements for adaptation to EU legislation, as well as stimulating investment, innovation, protecting property rights and competition.
Within the scope of its activities, the Council will have the right to request information from government agencies, involve experts and business representatives, create working groups, and initiate public discussions and other open events.
The head of the President's Office , Andriy Yermak, chaired the Council. The Deputy Chair of the Council became the Minister of Economy, Yulia Svyrydenko.
The Council includes representatives from business, government, local self-government bodies, and public organizations.
Among them are Gennadiy Butkevych, co-founder of the ATB network, Halyna Gerega, co-founder of Epicenter, Vladyslav Chechotkin, co-owner of Rozetka, Oleh Horokhovskyi, co-founder of monobank, Yuriy Kosyuk, CEO of MHP, Dmytro Oliynyk, Chairman of the Council of the Federation of Employers of Ukraine, and others.
The Council's decisions will be advisory in nature, but may be taken into account in future legislative initiatives of the president or the government.
- In November 2024, Zelenskyy announced a new economic policy in Ukraine, which will be based on three main principles: prioritizing local production, reducing pressure on businesses, and de-shadowing the economy.
- On June 27, Zelenskyy instructed to prepare a decision on introducing a long-term moratorium on business inspections.
