Russian tied to $221,000 Ferrari imported duty-free to Ukraine in 2022, probe finds

The former acting director of a state defense enterprise (who is also a lawyer) helped a Russian citizen import a 2020 Ferrari Roma worth about $221,000 in 2022 without paying mandatory payments. This was reported by the National Police on Friday after it served the former official with a suspicion.
"The 2020 Ferrari Roma was the most expensive car imported to Ukraine under the preferential zero-clearance procedure. Its cost was about $221,000. The car was imported to Ukraine in May 2022, registered for a fictitious person, and a week later it was taken to one of the EU countries and transferred to the actual use of a Russian citizen," the police said.
The investigation found that it was a Russian citizen who paid for the sports car in a German car dealership.
This scheme allowed the Russian to save more than 63,000 euros.
The Ukrainian official was not personally acquainted with the Russian, his role was only to formally act as the owner of the car purchased in Germany and to issue a power of attorney.
Traditionally, the police do not name the suspect, but the NACP register contains corrected declaration of Valentyn Slobodianiuk (Shtyka), former head of the legal department of the state enterprise Oboronavtoremservis, which indicates a 2020 Ferrari Roma worth UAH 6.48 million purchased in May 2022. He is now the head of the commission for the termination of the central material warehouse of the Main Housing and Maintenance Department of the Ministry of Defense.
The suspect is now charged with declaring false information on an especially large scale (Part 2 of Art. 366-2 of the Criminal Code of Ukraine), as he failed to declare Ferrari Roma in time and overstated the value of his corporate rights by UAH 10.95 million. The total amount of false information in the declaration exceeded UAH 17.42 million, which is more than 2000 subsistence minimums for able-bodied persons.
The sanction of the article provides for up to two years in prison and a ban on holding certain positions.
- The preferential customs clearance of cars was in effect from April to June 2022. During this time, more than 235,000 cars were imported to Ukraine, the amount of the privilege granted for the entire period was UAH 26.1 billion.
