Court lifts arrest on Gulliver skyscraper in Kyiv

On October 17, 2025, the Shevchenkivskyi District Court of Kyiv lifted the arrest on the Gulliver shopping and office complex, previously imposed in criminal proceedings against officials of Tri O LLC, the building’s former owner, the press service of Oschadbank reported.

Oschadbank, together with Ukreximbank, acquired ownership of the skyscraper due to outstanding debts.

"Gulliver has been under arrest since April 2024, when the Kyiv Court of Appeal approved a request from the Prosecutor General’s Office to seize Tri O LLC’s property, including the 151,805-square-meter skyscraper," the banks said.

Oschadbank and Ukreximbank have initiated bankruptcy proceedings against Tri O LLC, with the first court hearing scheduled for November 19, 2025.

The consortium stated that it is gradually stabilizing management of the facility: most lease and maintenance contracts have been signed, and a management team has been formed.

The banks plan to operate Gulliver directly, using its revenues to support the economy and the defense industry.

Gulliver is one of Kyiv’s largest mixed-use complexes, featuring 150,000 square meters of retail and office space across 35 floors. The mall, built in 2013 near Palats Sportu metro station, occupies the site of a former tram turning ring.
  • At the end of July 2025, Oschadbank and Ukreximbank officially became the owners of Gulliver, one of the largest commercial facilities in the capital. This was the final stage of a multi-year court and collection procedure that the banks initiated due to the default of Tri O LLC.
  • It was the developer and official owner of the skyscraper, built in 2013 with loans from two state-owned banks worth $441 million.
